UAE E Invoicing Rollout: Key Milestones and Compliance Deadlines

The Ministry of Finance has issued Ministerial Decisions No. 243 and 244 of 2025, establishing the framework and phased implementation roadmap for the UAE’s national e invoicing system. This initiative will transform how businesses issue, exchange, and report invoices, strengthening compliance, transparency, and operational efficiency across the economy.

Key Dates and Phases of Implementation

The rollout will take place in three phases starting from January 2027.

  • Phase I – Businesses with annual revenue of AED 50 million and above must implement e invoicing by January 2027.
  • Phase II – Businesses with annual revenue below AED 50 million must comply by July 2027.
  • Phase III – Government entities must implement e invoicing by October 2027.
